It's been a while since I messed with .nuspecs, but adding your output files to the .nuspec might do the trick.

Assuming the files you want to package are Actions.core.dll and Actions.core.xml, and your .nuspec is located in the project root folder (where the solution file is located), this should work:

Adjust the paths to the actual paths. You can also include the .pdb file if you'd like.

Again, it's been some time since I wrote a .nuspec, so I might be wrong, but I think this should get your package to show up in the Duality package manager.
